Function matters more than formal existence

A system may continue to exist physically while no longer performing its critical function.

Adaptation is active change

Adaptation can require changes in behavior, structure, resource allocation or infrastructure.

People are not unlimited resources

No resilient system can depend on indefinite human exhaustion.

Risk must be conscious and manageable

Risk should be proportionate to objectives, resources and expected outcomes.

Recovery is part of protection

A system that only mobilizes but never recovers gradually loses viability.

Distribution and redundancy improve resilience

Distributed resources and responsibilities reduce single points of failure.

A hypothesis is not established knowledge
