From threat to recovery and development

UDAF is a framework for systems analysis; it does not replace domain-specific scientific, medical, engineering, military, economic or social-science methods.

1. Define the system

Set the boundaries, critical functions, resources and dependencies.

2. Describe the threat

Identify source, intensity, duration, scale, probability and acceptable risk.

3. Measure response and reserves

Determine which resources are mobilized, what is overloaded and where bottlenecks appear.

4. Design adaptation

Change behavior, operating modes, structure, rules, technologies or infrastructure.

5. Verify recovery and learning

Assess whether critical function returns, at what cost, and what the system has learned.
