Start with function
A building may remain intact while its service becomes unavailable. An organization may formally exist without being able to fulfil its commitments. UDAF therefore starts by asking what needs to work, for whom and under which conditions. For a community, this may include water, heating, communication and access to assistance. For a team, it may mean making decisions and completing critical tasks.
Define boundaries and dependencies
For each function, identify the minimum acceptable level, the responsible person and dependencies such as people, energy, information and supplies. Then describe the threat scenario, its duration and available reserves. This distinguishes the loss of a resource from the failure of an entire function.
Test rather than assume
A backup arrangement should be checked under controlled conditions: can it be used, how long does switching take, and what happens when the reserve runs out? Record the result with its assumptions and limitations. A test must not create danger or interrupt a critical service.
Status and limitations
This article presents a working UDAF framework, not empirical research findings or an established certification standard. Specific measures and thresholds require domain expertise and validation against data.
