Protection has limits
No protective measure removes every threat scenario. After reducing one risk, other dependencies may remain and new costs may arise. Protective arrangements should therefore describe residual risks and the conditions that require a different operating mode.
Adaptation changes the way of acting
Adaptation may involve a different schedule, redistributed roles, an alternative communication channel or backup energy. Assess it not only by the immediate result but also by its demands on people, resources and the future operation of the system.
Plan for recovery
After prolonged pressure, simply declaring a return to normal is not enough. Assess resources, deferred work and readiness for renewed pressure. A recovery plan identifies the sequence of actions, responsibilities and signs that critical functions have returned.
Close the learning loop
After an event or controlled test, record what worked, which assumptions were wrong and what needs to change. This is an introductory UDAF methodological proposal, not evidence that a particular intervention is effective. Practical use requires validation and appropriate expertise.
